O07 Site
Site overview
The O07 site is located at the corner of West Carson Street and Chartiers Avenue in McKees Rocks Borough. It will serve as the starting point for the Chartiers Creek Branch Tunnel, which will run underground and connect to the main Ohio River Tunnel at the O27 site. The tunnel will capture combined sewage from the Chartiers Creek drainage area before it reaches the river.
Construction at O07 will include a large vertical shaft approximately 50 feet wide and 150 feet deep, as well as modifications to the existing river outfall.
Once construction is complete, the area will be restored as close to its current condition as possible. Restoration will include security fencing and new landscaping designed to enhance the appearance of the property and complement the surrounding business center.
Site preparations, including the demolition of existing buildings, were completed in early 2026.

What to expect during construction
Nearby businesses and residents may experience some construction impacts during the project, including intermittent noise during shaft excavation and increased traffic entering and exiting the site via West Carson Street.
To help minimize impacts to the surrounding business community and residents, ALCOSAN will:
- Keep public parking available outside active construction areas.
- Install fencing around active construction areas to help protect public safety.
- Implement dust-control and traffic-management measures throughout construction.

- 7:00 a.m. to 7:00 p.m. Monday through Friday
*Impact-producing construction activities, such as pile driving and jackhammering, are limited to 8:00 a.m. to 6:00 p.m., Monday through Friday. Controlled blasting activities are limited to 7:00 a.m. to 7:00 p.m., Monday through Friday. Work hours exclude legal holidays; limited exceptions, including emergencies, may apply.
